 Microsoft has a product that allows you use a What-You-See-Is-What-You-Get editor as a front end for generating GUIs for .Net Windows desktop and Web applications, including Sliverlight. It allows you to drag and drop and design without having to worry about coding. Then you can export the results as XAML and then use Python, VB.Net, C#, and or Silverlight to bring it to life. Unfortunately, It's not free but seems necessary.
